friday, occupation soldiers have detained a palestinian family in their home for the LAST THREE DAYS! the family of Abu Bakir, in the town of ya'bad, southwest of jenin, have called on global humanitarian organizations to work for their release. the family has run out of food and water. their home was forcibly entered at 6am two hours after their neighbor's home was forcibly entered and occupied. the Abu Bakir family, which includes a husband, pregnant wife and three children, were forced into one room. the wife is eight months pregnant and not been allowed to leave the room since it was occupied. occupation soldiers told them to take food and water, and a pot to be used as a toilet.

friday, occupation forces invaded two areas of bethlehem and seized two palestinians. from the west of bethlehem, occupation military forces invaded ad-doha and seized Mahmoud Ibrahim Khamis, 60. Following this raid, occupation forces invaded beir fajjar and seized Amin Thawabta, 22.

friday, occupation forces seized five additional palestinians from various west bank cities.

saturday, occupation forces invaded al showawra village, east of bethlehem, and seized two men. Imad Hmadan and his twin brother Adel, both 19, were taken to an unknown destination.

sunday and monday, occupation forces invaded several west bank cities and seized 22 palestinians. because of decreased news coverage during the holidays, the names and locations of these actions were not released.

monday, occupation forces invaded nablus and seized six palestinians. the men are said to be associated with the al-quds brigades, the military wing of islamic jihad.

saturday, occupation naval forces seized three palestinians from their fishing boat near the rafah beach. naval boats surrounded Majied Farahat and his two brothers Mohamed and Ahmed as they fished, took them off their boat and transfered them to an unknown location. reported.

Palestinian human rights organizations reported on Saturday that Israeli interrogators at the Maali Adumim interrogation center, near Jerusalem, tortured a Palestinian detainee and hit him with metal chains.

The center is in Maali Adumim settlement block near the occupied Jerusalem and extends on vast areas that were annexed and seized from the Palestinians.

Media sources reported that Hakam Abu Roomy, 18, from Al Ezariyya town near Jerusalem, was moved to the interrogation center in Maali Adumim and there he was violently beaten with iron chains after the interrogators forced him to undress and kept him under the rain.

The Detainees Media Center, which belongs to the Democratic Front for the Liberation of Palestine, reported that Abu Roomy was taken prisoner three days ago after the soldiers broke into his home.

He was severely beaten upon his arrest by the soldiers who also attacked and clubbed his family members after breaking into their home.

saturday, the al-quds brigades, the military wing of islamic jihad, launched seven home made rockets at occupation military positions and colonial settlements adjacent to the gaza strip. the rockets hit sofa crossing, the kissufim military base as well as at least one settlement. the brigades reported that the operation was in retaliation for repeated attacks against palestinian in the west bank and gaza.

Leftist women's nonviolent resistance for Eid Al Adha

All Palestinians participate in the resistance in some form or another, even if it means going to the market or refusing to leave their home under threat of demolition.

Children going to school are participating in the resistance, and any celebrations are certainly acts of resistance to occupation. The women photographed are holding portraits of their sons, fathers, and husbands imprisoned in Israeli jails.

In Jenin this year on the occasion of the Eid Al Adha holiday, a group of women is distributing wool blankets to the families of political prisoners and those who have been killed. The group is from the leftist Popular Front for the Liberation of Palestine.

The coordinator of the campaign said the aim is to “emphasize the adherence to the sanctity of Palestinian blood and the remembrance of suffering.”

She said, “We remember the sacrifices of those killed and the sacrifices of the prisoners. We want only to bring smiles to the faces of their families who are deprived of their loved ones during this holiday, and who face such difficult circumstances as do all of the Palestinian people as the economy deteriorates and the occupation cements.”

Jerusalem – Ma'an – Israeli human rights group, B'Tselem, have launched their casualty report for 2006. The report highlights are reproduced below, numbers in parentheses ( ) indicate totalfigures since the start of the second Intifada in 2000.

According to B'Tselem's research, from January to December 27, 2006, Israeli security forces killed 660 (4005) Palestinians in the West Bank and in Israel. This includes 141 (811) minors. At least 322 (1920) of those killed did not take part in the hostilities at the time they were killed. Another 22 (210) were targets of assassinations. In the Gaza Strip alone, since the capture of Cpl. Gilad Shalit [June 26], Israeli forces killed 405 Palestinians, including 88 minors. Of these, 205 did not participate in the fighting when killed.

Palestinians killed 17 (701) Israeli civilians in 2006, both in the West Bank and inside Israel. This includes 1 (119) minor. In addition, Palestinians killed 6 (316) members of the Israeli security forces.

House Demolitions

Israel demolished 292 houses in military operations in the Occupied Territories, 279 of which in the Gaza Strip. These were home to 1,769 people. Some 80 of these demolitions were conducted after the home-owners received advance warning of the demolition. In addition, Israel demolished 42 homes in East Jerusalem that were built without a permit. These were home to some 80 people.

Checkpoints and restrictions on movement

Deep within the West Bank, Israel currently maintains 54 permanent checkpoints, staffed most of the time. 12 other checkpoints are within the city of Hebron. In addition, according to UN OCHA, there are, on average, some 160 flying checkpoints throughout the West Bank every week. In addition to the checkpoints, the Israeli military has erected hundreds of physical obstacles such as concrete blocks, dirt piles and trenches to restrict access to Palestinian communities. Palestinians have restricted access to some 41 roadways in the West Bank. Israelis have unlimited access to these roadways.

Prisoners and Detainees

As of November, Israel held 9,075 Palestinians in custody, including 345 minors. Of these, 738 (22 minors) were held in administrative detention, without trial and without knowing the charges against them.

tuesday, occupation authorities have approved the construction of a new colonial settlement despite international law and their promised to freeze settlement construction as part of a plan for peace with the palestinians. the colony will be built in the northern jordan valley, in the eastern section of the west bank. it will contain 30 housing units to house settlers evacuated from the former colonial settlement of gush katif, formerly located in gaza. gush katif is known to contain some of the most ideological settlers in palestine. the construction will begin within two weeks.

tuesday, colonial settlers bulldozed palestinian farm land in al thahira, south of al-khalil (hebron). the settlers bulldozed a 40 dunum (10 acre) area which was used to farm crops. the palestinian farmer reported that the enarby settlers have been trying to push his out to expand their colonial settlement.

tuesday, occupation forces invaded a medical center in beit 'awwa, west of al-khalil (hebron). the director of the center, Mohammed al-Sweiti, reported that soldiers stormed the three storey building and destroyed seven doors, several computers and medical equipment. the night shift doctor, a nurse and an ambulance driver were detained against a wall for two hours. the medical center services more than 35,000 palestinians in the doura town and village in the hebron area.

Muayyad Muhtasib, 21, a university student was also seized after his home was invaded. the other two men's names were not released.

"Twenty Israeli military vehicles stormed Umm Salamuna Village south of Bethlehem to protect four military bulldozers. The bulldozers were massive and there to bulldoze Palestinian land for Wall construction. What they needed protecting from was the nonviolent demonstration that farmers and residents began in order to save their land. Hundreds of farmers rushed to the area, with people coming from surrounding villages to advocate for the citizens of Umm Salamuna in defending the land.

Quickly, confrontations began as the people refused to allow Israeli forces to destroy the Palestinian land. Fist fights and scrambling, rifle butts and fire were the Israeli responses to the farmers. Six Palestinians were injured, including 70 year old farmer Mousa Mohammad. Israeli soldiers beat him in the head with clubs. He was wrested away by fellow demonstrators and rushed to a neighboring village's medical center for treatment. Twenty seven year old Amer has bruises all over his body and internal injuries due to a violent beating with clubs and rifle butts."

IDF offered to 'transfer' 2 W. Bank villages, court told

A petition to the High Court of Justice heard Monday states that the Israel Defense Forces has offered to "voluntarily transfer" the residents of two villages in the West Bank, in order to avoid disruption over the route of the separation fence.

The offer to the two villages, which are located within the territorial perimeter claimed by the adjacent settlement of Alfei Menashe, came after the court determined that the current route of the fence in the area was illegal.

The court ruled more than a year ago in favor of a peition by the residents of five villages in the "Alfei Menashe enclave," and told the IDF to dismantle the fence where it cut the villages off from the rest of the West Bank.

The petition brands the IDF offer as "encouragement of voluntary transfer with the purpose of annexing the land to Israel."

According to the offer, the villages would be relocated to another area within the West Bank.

The term "voluntary transfer" was coined by slain cabinet minister Rehavam Ze'evi to describe a program of encouraging Palestinians to leave the West Bank and Gaza.

Residents of West Bank go without water for 48 hours

Tens of thousands of residents of settlements and Palestinian villages in the Gush Dolev-Talmonim and Nili Na'aleh areas in the West Bank, have gone without water for the past 48 hours, due to a malfunction in the Kiryat Sefer-Herevta-Dolev water pipeline.

The emergency reservoir planned for Talmon has yet to be built, due to Defense Minister Amir Peretz's refusal to authorize the project.

In recent months, there have been several water stoppages in the area, which in recent years has seen significant population growth, primarily among the Palestinians.

tuesday, occupation forces shot and injured a palestinian farmer in the atara area of beit lahiya in northern gaza. Ismail Sadi Ghaban, 27, was shot in the thigh and knee and is currently in critical condition due to severe bleeding. Ghaban was shot by nearby occupation soldiers as he was working on his farm.

tuesday, a palestinian ambulance was delayed by occupation forces and the private property of the injured man was destroyed. the ambulance was stopped at the beit hanoun crossing for three hours and the injured man's bag was detonated by the bomb squad. the bag contained the man's clothes.

Palestinians from Um Salamunah village, south of the West Bank city of Bethlehem, nonviolently tried to block Israeli army bulldozers from destroying their lands on Tuesday afternoon.

Residents reported that military bulldozers and army jeeps invaded the village in order to continue the construction of the illegal Wall around the city of Bethlehem.

Village residents stood in front of the bulldozers and managed to delay the work starting, local sources reported.

Troops and military bulldozers remain in the village, more backup troops have arrived to reinforce their presence. The residents have appealed to human rights organizations to intervene and help them in the protection of their lands.

U.S. challenges Israel on plans for new West Bank settlement

Israel's plan to construct a new community the West Bank to house former Gaza Strip settlers drew rare criticism Wednesday from the United States.

If Israel goes ahead, it would violate Israel's obligations under the road map for peacemaking, a State Department spokesman said.

"The U.S. calls on Israel to meet its road map obligations and avoid taking steps that could be viewed as predetermining the outcome of future negotations," the spokesman, Golzalo R. Gallegos, said.

Israel agreed to the road map in 2003. It was devised by the United States, the United Nations, the European Union and Russia in an effort to guide Israel and the Palestinians into an agreement that estalishes a Palestinian state.

The European Union said earlier Wednesday it was deeply concerned about the plan, which would turn a former Israel Defense Forces base in the West Bank into a settlement for 30 settler families evacuated from Gaza last year.

A U.S.-backed Israeli-Palestinian peace plan known as the road map calls for a halt to settlement construction in the West Bank, land Palestinians want for a state.

"This development runs contrary to the commitment undertaken by Israel in the road map," Finland, which holds the rotating presidency of the EU, said in a statement.

"The Presidency of the European Union expresses its deep concern at the news that the Israeli government has authorized the construction of the Maskiot settlement in the West Bank.

"Such unilateral actions are also illegal under international law and threaten to render the two-state solution physically impossible to implement," it said.

The families planning to move to the former army base in Maskiot lived in two of the 21 settlements Israel dismantled in the Gaza Strip in 2005 under the disengagement plan promoted by former Prime Minister Ariel Sharon.

Some 8,500 settlers were pulled out of the Gaza Strip, along with IDF troops, after 38 years of control.

"The Presidency of the EU urges the parties to refrain from all activities that would endanger the cease-fire," Finland said. "Extending the ceasefire to the West Bank must be an urgent goal."

Some 260,000 settlers live in the West Bank, among 2.5 million Palestinians. The World Court has branded Israeli settlements on land captured in the 1967 Six Day War as illegal.

RAMALLAH, December 26, 2006 (WAFA) - Palestinian Central Bureau of Statistics (PCBS) said Tuesday that Population projections reveal that the total number of Palestinian people at the end of 2006 is estimated to 10.1 million.

PCBS said in its report on the Demographic and Socioeconomic Status of the Palestinian People at the end of 2006 that 3.95 million have usual residence in the Palestinian Territory, Gaza Strip and West Bank including Jerusalem, (39.2%), 1.1 million (11.2%) live in Israel, 2.8 million (27.7%) in Jordan, 1.6 million (16.2%) in other Arab states, and 573 (5.7%) thousands live in other countries.

The report added that 2010 is expected to witness population dichotomy. The estimated number of the Palestinian population in historic Palestine (Palestinian territory and Israel) was estimated to 5.1 million at end of 2006 compared with 5.4 million Jews according to the Israeli Central Bureau of Statistics.

The Palestinian population is projected to 5.3 million at end 2007 against 5.5 million Jews. Population dichotomy at 5.7 million is expected at the end of 2010, according to the report.

The PCBS reported that the population of the Palestinian Territory is estimated to about 4 million at the end of 2006 thereof 2.5 million (63%) in the West Bank and 1.5 million (37%) in Gaza Strip.

According to the distribution of the population by Governorates, Hebron Governorate has the largest population size where 14% of the total population live in Hebron. Gaza Governorate hosts 13%, Jerusalem Governorate comes third at 10.5%. On the other hand, Jericho and Al-aghwar Governorate has the lowest rate of population at the end of 2006 at 1.1%.

According to the most recent estimates, 45.7% of the population in the Palestinian Territory are under 15 years, 43.9% in the West Bank and 48.8% in Gaza Strip. The percentage of Palestinians who are above 65 years in the Palestinian Territory is 3.0%, this figure reached 3.3% in the West Bank and 2.6% in Gaza Strip.

It revealed that the total fertility rate in 2003 was 4.6 births, 4.1 births in the West Bank and 5.8 births in Gaza Strip, according to Demographic and Health Survey 2004. The average number of children ever born to ever married women in the Palestinian Territory in 2004 was 4.5 , 4.3 in the West Bank and 4.9 in Gaza Strip.

"The decline in the mortality rate in the Palestinian Territory led to longer life expectancy to reach 71.7 years for males and 73.2 years for females in 2006," according to the report. "There are regional discrepancies, life expectancy in the West Bank is 71.9 years for males and 73.6 years for females compared with 71.4 years for males and 72.5 years for females in Gaza Strip."

Christmas day dosen't stop the invasions

sunday, according to a study published in al-quds, since the start of the palestinian-israeli ceasefire nearly a month ago, occupation forces have killed 16 palestinians. three of those killed were murdered in gaza, a clear violation of the ceasefire covering gaza, while the other thirteen were killed in the west bank, an area that occupation authorities argue is not covered by the ceasefire. this month constitutes the first time in a year that the number of those killed in the west bank is higher than the number killed in gaza. of the 13 killed in the west bank, two were children and eight were adults that were assassinated.

monday, occupation forces invaded qabatia, south of jenin, seizing nine palestinians, including three fighters, and injuring at least five. the target of the incursion, appears to be Yasir Nazzal, the head of the popular resistance committees and their military wing, the nasser salah addin brigades, for the northern west bank. he was captured along with eight other persons. Ala'a Mohahhad Nazal, 21 was wounded in the head when occupation forces fired towards a house. after being injured. Nazal was seized by occupation forces and taken to an unknown location. in the western portion of the town, occupation forces attacked a home that held two fighters with islamic jihad's al-quds brigades. Mohammad Abu Ar-Rub, 21 and Mahmoud Kakeel, 22, clashed with occupation soldiers for more than an hour and a half before being taken into custody. in a separate incident during the incursion, occupation forces seized two brothers, Nabil, 20, and Mohammad Abu Zaid, 22. three additional palestinians were also taken, Nidal Sa'eed Salamah, 56 and his two sons Mujahid, 22 and Allan, 25. during the incursion, the town was closed off by the more than 40 military vehicles that invaded, and the town was searched through house-to-house invasions.

Gaza - The Islamic Jihad Movement has re-affirmed that its armed wing, the Quds Brigades, is firing missiles at Israeli targets adjacent to the Gaza Strip in retaliation to the IOF troops incessant aggressions on the unarmed Palestinian people.

A responsible source in the Movement said that the IOF troops killed ten Palestinians and arrested hundreds others over the past week alone.

He said that the armed wing's retaliatory strikes were prompted by the IOF soldiers' aggressions especially in the West Bank, affirming that the Palestinians in Gaza and the West Bank constituted one nation and should never be partitioned.

Prime Minister Ehud Olmert approved the removal of 27 roadblocks across the West Bank on Monday, as part of a series of gestures designed to gradually ease restrictions on the Palestinian population.

Following a meeting between the prime minister, Defense Minister Amir Peretz, and several other senior defense officials, Deputy Defense Minister Ephraim Sneh said the prime minister accepted all of Peretz's proposals, designed to help strengthen Palestinian Authority Chairman Mahmoud Abbas.

"The prime minister directed that restrictions be eased immediately for the Palestinian population in order to strengthen moderate elements and implement the agreements and understandings that were achieved [at his meeting with Abbas]," the Prime Minister's Office said in a statement.

"The proposed plan is likely to contribute to improving the atmosphere, strengthening moderate forces and distancing the civilian population from the cycle of terrorism," Olmert said in a statement. "My hope is that by [the Muslim holiday of] Eid al-Adha, the Palestinian population will feel a considerable improvement in its fabric of life."

"This is not say that we are slacking off in our was against terrorism," the prime minister added. "We will continue to fight terrorism with the same determination."

Peretz said during a Knesset Foreign Affairs and Defense Ministry hearing Monday that there are currently roughly 400 roadblocks in the West Bank. Peretz said it was decided to remove 59 of the roadblocks, including 27 which will be removed in the immediate future.

However, according to the PMO statement, the removal of roadblocks will only occur in the second stage of the plan to ease restrictions, in keeping with developments in the coming days."

In addition to the removal of roadblocks, security screening of Palestinian pedestrians and vehicles will be eased at 16 main checkpoints throughout the West Bank.

The plan also includes increasing the flow of goods into and out of the Gaza Strip through the Karni and Kerem Shalom crossings, as well as the flow of goods through West Bank crossings.

According to the PMO, the plan includes an increase in the number of transit permits for Palestinians not involved in terror activities.

Olmert also decided to implement a plan to pave dozens of interchanges along Route 60, which bisects the West Bank.

"According to security establishment data, paving the interchanges will reduce by approximately 40 percent the friction between the Palestinian population and IDF soldiers," said the PMO statement. "In practice, paving the interchanges will enable the Palestinians to travel more easily - and without roadblocks - between rural communities and the main towns in Judea and Samaria."

The PMO said the cost of paving the intersections is estimated at dozens of millions of shekels.

Peretz also told the Knesset committee that he will receive a proposal for the removal of unauthorized West Bank settlement outposts within 10 days. According to Peretz, an agreement has been reached with the Yesha Council of Settlements on the voluntary evacuation of some of the outposts.

Christmas in Bethlehem under Occupation


Bethlehem - Ma'an - Palestinians in the holy city of Bethlehem believed for a moment that the Olmert-Abbas meeting on Saturday evening would result in the lifting of the siege imposed on the city and the withdrawal of Israeli soldiers from Bethlehem so the people could enjoy the Christmas and the New Year celebrations.

In the past, the southern West Bank city of Bethlehem used to receive over 100,000 tourists and pilgrims during the Christmas celebrations. The numbers have decreased dramatically as a result of the Israeli military occupation and the separation wall, in addition to the tension prevailing recently in the occupied Palestinians territories.

Palestinian Minister of Tourism Jouda Murqus believes that this year's celebrations are not going to bring much cheer, especially in the shadow of the occupation and closures imposed on the West Bank.

Mayor of Bethlehem Victor Batarsah said that the numbers of pilgrims are not as they were in previous years. Residents of the city also say that celebrations this year are not like in previous years. Many say the atmosphere is “sad” and the current hard times are due to the occupation.


On Sunday morning, the celebrations started in the city of Bethlehem with a parade headed by the Latin Patriarch in Palestine and Jordan, Micheal Sabbah.

It is expected that Palestinian Authority chairman Mahmoud Abbas will participate in the celebrations and attend the midnight Mass in the Church of the Nativity on Christmas Eve, the site where it is believed that Jesus was born. The mass will be presided over by His Eminence Micheal Sabbah.


A parade of scouts also marched through the streets of Bethlehem playing drums and traditional music. Hundreds of Palestinians and tourists gathered in the main square to welcome the patriarch who is expected to arrive before noon at the Church of the Nativity.

On this occasion, Ma'an News Agency would like to extend its best wishes to the Palestinian people in the hope that next year will be better than the current one, and that peace will prevail in the region.

friday, inter-factional clashes erupted in nablus injuring a number of fighters. hamas activists and fighters were preparing a celebration for its 19th anniversary celebration in the nablus stadium when the clashes broke out. nine people were injured including Mo'een Hamoudha, 32, who was seriously injured in the head. hamas fighters also seized a fatah activist, Tamir Ashour, 20. hamas fighters claim Ashour is being interrogated to determine who dispateh the fatah fighters to attack the preparations. members of the 'pan-factional coordination committee' responded to the clashes after a few hours and helped to stop the fighting. a hamas official reported that the celebration will continue with the protection of security forces.

thursday, occupation police and border guards invaded at-taweel village in the negev desert and issued demolition orders to several palestinian homes. at-taweel is a palestinian bedouin village located in the western negev desert, inside of the palestinian territories conquered in 1948. israel does not consider it a village, and it is therefore known as an "unrecognized village." according to the regional council, if occupation forces carry out the demolition orders delivered, 570 bedouins will be made homeless. many homes in at0taweel village have already been demolished by occupation forces over the last few weeks and months.

occupation forces have begun the construction of a new colonial settlement in the heart of the contested palestinian land, jerusalem. the settlement is being built on top of 2,000 dunums of land belonging to the palestinian village of walaja. the settlement will include more than 13,000 housing units and could house 55,000 illegal settlers. the construction of this settlement would add to the settlement bloc that surrounds jerusalem and segments the west bank into sections, annexing huge portions of the area and connecting them to jerusalem as suburbs. 72,000 dunums if land in bethlehem were annexed in this manner to create "greater jerusalem."

Despite assurances relayed by American and European diplomats, foreign passport holders trying to join their families in the Israeli occupied Palestinian territory (oPt), including Bethlehem, for the holidays are being denied entry and expelled by Israel.

PM agrees to transfer $100 million in frozen PA taxes to Abbas

Prime Minister Ehud Olmert agreed Saturday during a meeting with Palestinian Authority Chairman Mahmoud Abbas to a series of concessions to help bolster the PA chairman, including the transfer of $100 million in frozen taxes collected on behalf of the PA.

The funds will be transferred directly to Abbas, and not to the Hamas-led government.
The leaders concluded two-hour talks at the Prime Minister's Residence in Jerusalem on Saturday evening.

The funds transfer will not occur immediately, but rather will be dependent on the establishment of a mechanism to ensure the money is used for the purposes intended by Abbas, and does not end up in the hands of the ruling Islamic militant group Hamas, currently in a violent power struggle with the PA chairman's Fatah movement.

Olmert also agreed to remove several West Bank checkpoints, and reexamine security procedures at the Karni commercial crossing between Israel and the Gaza Strip, in order to facilitate to movement of goods into Gaza.
In addition, Olmert promised to meet a quota of 400 trucks moving through the main cargo crossing between Gaza and Israel.

The two leaders failed to reach agreement on a key issue - a prisoner swap involving abducted Israel Defense Forces soldier Gilad Shalit - but decided to set up a committee to study it further. Olmert emphasized during the meeting that no Palestinian prisoners held in Israeli jails will be freed prior to the release of Shalit, held since June 25.
According to Erekat, Abbas asked Olmert to release members of the Palestinian Legislative Council from Hamas arrested by Israel, as well as renew a past agreement not to pursue wanted militants.

Israel has also agreed in principle to allow Egypt to provide Abbas' security forces with weapons as well as allow the PLO's Badr Brigade to enter the territories. The brigade is currently stationed in Jordan.

in my opinion, these efforts by the occupation government are deepening the tensions between the democratically-elected hamas-led govermnent, and the remaining elements of Abbas' fatah party. by arming and financially supporting the palestinian authority, through Abbas and fatah, and not through the hamas-controlled office of the prime minister, israel is increasing the pressure on hamas, pushing the palestinian political situation towards coup.

thursday, US president George Bush signed a presidental decree forbidding the delivery of aid money to the hamas-led government. this action is an officialized continuation of US-led economic sanctions begun in febuary following hamas' january 28 2005 election victory. as a result public sector and government employees including teachers, doctors and policemen have not been paid in nearly eleven months. Bush's decree recommended that donor states send funds directly to the palestinian authority through President Abbas. the decree also recommended establishing a $20 million fund to 'advance the peace process,' though the details of this fund was not discussed. following Bush's decree, the Canadian Prime Minister announced that Canada will not maintain relationships with hamas and therefore the hamas-led government.

Father of girl killed blocked from her funeral

The father of a 14-year-old girl shot dead by Israel Defense Forces soldiers near Tul Karm on Tuesday was not allowed to attend his daughter's funeral on Wednesday.


Nasser Abd al-Qadr is under arrest for entering Israel illegally and is being held in the Abu Kabir lock-up.

His attorney, Rami Otman, requested that the district court allow al-Qadr to attend the funeral, but by the time the court submitted its verdict, the funeral had already started.

The court said in its decision that it had to hear the state's position on the matter, but recommended that the Prisons Authority provide escorts so al-Qadr could attend his daughter's funeral, apparently without realizing that the funeral was being held in Tul Karm.

Otman will submit another request on Thursday for his client to be released for the extent of the mourning period.

Al-Qadr's daughter Da'ah tried to cross the separation fence near the village of Faroun adjacent to Tul Karm to visit the family's plot of land, says her mother.

She was shot by Israel Defense Forces troops who said they thought she was a militant.

A friend who was with her, Rasha Shalbi, 12, said after the shots were fired, the soldiers approached and asked her to empty her bag, and then noticed Da'ah had been shot. She died on the way to the hospital.

the bodies of Salah Sawafta and Hussam Aiyasa are carried through the streets after they were assassinated west of jenin.

wednesday, occupation forces KILLED TWO men in a targeted assassination, carried out in seilat al harithiya, west of jenin. Salah Sawafta, 24, from Tubas and Hussam Aiyasa, 26, from Sanour, were shot and killed inside of a home. occupation soldiers laid siege to the home, and clashes ensued between the soldiers and palestinian resistance fighters. Sawafta and Aiyasa were both fighters with islamic jihad's al-quds brigades. during the assassination, occupation soldiers also seized two men, Dhirar As Sadi, 50 and Ashraf Taha Jaradat, both affiliated with islamic jihad. while in the town, soldiers forcibly entered numerous homes in searches and some homes were partially demolished with military bulldozers. some residents confronted the invading soldiers but were fired on with rubber-coated metal bullets and concussion grenades.

wednesday, a colonial settler deliberately ran over an elderly palestinian man with a car in al-khader village south of bethlehem. Ahmed Sbeih, 62, has sustained multiple fractures and abrasion and is under treatment at a nearby hospital. Sbeih was returning home when he was hit. he is in moderate condition.

wednesday, occupation bulldozers have continued to raze palestinian land in nablus. for the second consecutive day, military bulldozers have entered the hawwara area, just south of nablus city and have claimed to be building new parks. under this pretense, on wednesday, the bulldozers razed seven dunums of land.

On Wednesday Israeli forces occupying Al Hamra Checkpoint in Jenin confiscated the identity cards of hundreds of Palestinians, detaining them for five hours. While the soldiers were confiscating identification and detaining citizens, a young man spoke to the soldiers while others shouted to stop oppressing students.

Eyewitnesses report that an Israeli soldier took the identification of Salem Zayada and suddenly pulled the student to the ground by grabbing ahold of his beard. Soldiers drug the young man behind a barrier where seven soldiers beat him.

why the inter-factional violence?

i realize that in my explanations of the factional violence that i stated that the origin was the attempted assassination that killed four people on the 11th....but that's only half of the story. the real origin of the inter-factional violence is fatah's attempts to host new elections. they want to try and skirt the sanctions driven by the US to paralyze the democratically-elected hamas-led government. in essence, Abbas and fatahs' actions seek to oust the hamas government, while hamas continues to try to hold onto power. below is a BBC break down of the progression, day by day. their chronology only goes up to december 17.

We regret that our press release below ("OPT: Civilians Must Not Be Used to Shield Homes Against Military Attacks") gave many readers the impression that we were criticizing civilians for engaging in nonviolent resistance. This was not our intention. It is not the policy of the organization to criticize non-violent resistance or any other form of peaceful protest, including civilians defending their homes. Rather, our focus is on the behavior of public officials and military commanders because they have responsibilities under international law to protect civilians.

It has also become clear to us that we erred in assessing the main incident described in the press release. We said that the planned IDF attack on the house of a military commander in the Popular Resistance Committee, Muhammadwail Barud, fell within the purview of the law regulating the conduct of hostilities during armed conflict. We criticized Barud for reportedly urging civilians to assemble near the house in order to prevent the attack, in apparent violation of that law. Our focus was not on the civilians who assembled, their state of mind, or their behavior (such as whether they willingly assembled or not), but on Barud for risking the lives of civilians.

We have since concluded that we were wrong, on the basis of the available evidence, to characterize the IDF's planned destruction of the house as an act of war. If the planned attack against the house - a three-story building housing three families - was, in fact, an administrative action by the Israeli government aimed at punishing a militant for his alleged activities, the law regulating the conduct of hostilities during armed conflict would not apply and could not be violated.

An important consideration in this regard is whether the IDF had reason to believe that the house was being used for military purposes at the time of the planned attack. To date, Human Rights Watch has not obtained conclusive evidence as to whether the house was being so used, but eyewitnesses we have been able to speak with, including two journalists on the scene, claim they saw no such evidence. The IDF, moreover, has not responded to our requests to explain what military objective it could have had in targeting not a militant but his home after having ordered it vacated.

We recognize that it is important to view the planned destruction of Barud's house in light of Israel's longstanding policy in the Occupied Palestinian Territories, sharply increased in Gaza since June, of demolishing houses not as legitimate military targets but as a punitive measure. HRW has repeatedly criticized Israel for unlawful demolition of houses.

Our intention in issuing this press release was to underscore one of the most fundamental principles of international humanitarian law: the obligation of warring parties to take all feasible measures to spare civilians from harm. This includes the important principle that parties to a conflict, including military leaders and civilian officials, may not use civilians to "shield" against a military attack or otherwise unnecessarily put civilian lives at risk. Unfortunately, judging by the response, we did more to cloud the issues than clarify them in the press release.

This continues to be a live issue in the Israeli-Palestinian armed conflict. In July 2006, Israeli and Palestinian human rights groups documented the IDF’s forcible use of Palestinians as human shields in a well publicized incident during military operations in Beit Hanoun. According to the groups, the IDF blindfolded six civilians, including two minors, and forced them to stand in front of soldiers who took over civilian homes during a raid in northern Gaza. And on November 3, Hamas militants hid behind civilian women when exiting from a mosque where the militants had been cornered by IDF forces after more than two days of fighting. The fact that the women voluntarily went to aid the men does not absolve the militants of their duty not to endanger civilians. Both of these cases took place in the course of armed conflict so that the laws of war did apply.

member of the hamas-affiliated executive forces engages in street clashes in gaza city

monday, presumed factional violence is to blame for the shooting death of a fatah leader in western gaza. Lieutenant Adnan Rahmi, who is not only a fatah leader, but is also a member of the palestinian national security forces, was abducted and killed while he walked through the shuja'iyya neighborhood in eastern gaza city. later the same day, Ahmad Ziadah, was killed and eight injured in inter-factional clashes in northern gaza.

tuesday, during continued inter-factional violence in gaza, six palestinians were killed (4 fatah, 2 hamas) and twenty one injured. the clashes occurred between members of hamas' executive forces and members of the fatah-affiliated palestinian intelligence services.

tuesday, in the later hours of the day, fatah and hamas agreeded to withdrawal their respective forces from the streets of gaza in an attempt at an inter-factional ceasefire to quell a week of violence that have killed 14 and wounded more than twenty five. under the agreement, only palestinian police are permitted to patrol the streets with guns. this means that the hamas-affiliated executive forces and the fatah-affiliated intelligence and national security forces would withdrawal.

Ha'aretz--Peretz wants more time to negotiate with settlers over Migron exit

Evacuation of the illegal West Bank settlement outpost of Migron, which was built on private Palestinian land, is likely to be delayed for another half year, according to a government brief submitted to the High Court of Justice yesterday. The brief explained that Defense Minister Amir Peretz has ordered the Israel Defense Forces to hold talks with settlement leaders in an effort to reach an agreement on the voluntary evacuation of all the illegal outposts "in the near future." If these talks bear no fruit, it said, Peretz plans to order Migron evacuated in about half a year.

sunday, occupation forces invaded al-khalil (hebron) and some surrounding towns and seized six men. included in those taken were three brothers and an employee with the palestinian preventative security services. in the city center, three brothers were seized: Mohammad Jabari 22, Ahmad Jabari 20, and Iyad Jabari 24. in the town of bani naim, north of the city, Khalil Juneidi, 33, a member of the preventative security forces, as well as Hamza Rzeiqat, 21, were seized. lastly, occupation forces invaded the town of beit kahil, north of the city, and seized Khalil Ahmad, 30.

sunday, occupation forces invaded qalandia refugee camp, south of ramallah, and seized one unnamed male.

monday, residents of the palestinian town of bruqin, west of salfit, have begun an international campaign to call attention to their health situation resulting from the improper disposal of settler sewage. close to the town is the massive colonial settlement bloc of ariel, and since the bloc is situated on a hill top, bruqin exists below the colony. this positioning allows the colonists to dispose of waste and sewage by dumping it down the hillside, which directs the sewage into the palestinian town. the constant flow of waste and sewage from the occupation settlement into the palestinian town is causing a health crisis. bruqin is far from the only palestinian area where this is a problem. in scores of settlements, waste is disposed of by dumping it on palestinian lands.

monday, occupation forces invaded jenin and jenin refugee camp and forcibly entered numerous shops, destroying private property. during the invasion, occupation soldiers opened fire on a group of children who were said to be playing. in the shooting, Mahmoud Nimir, 15, was shot and injured.

monday, occupation forces invaded jab'ah village, west of bethlehem and seized three palestinians. the men are Wisam Hamdan, a teacher of the open university, Mufid Abu Lawha, council head of the village and Heitham Hamdan.

tuesday, occupation forces KILLED TWO palestinians in tullkarem, wounded two others and seized one. in the first incident, occupation forces killed a teenage girl, and injured a second. while approached the Apartheid Wall, occupation soldiers opened fire on two young women, killing Da'ah Abed al-Kadr, 14 and seriously wounding Rasha Shalbi, 12. later, undercover occupation forces killed a second palestinian near tulkarem. Mohammed Mahmoud Hamad, 24, was shot and killed in zayde village,northeast of tulkarem. Minas was a commander with fatah's al-aqsa martyrs brigades in tulkarem. after he was killed Minas' body was seized by the occupation soldiers and later dumped in a near by field. during the shooting of Minas while he stood in a shop, a second man, Anas Ahmed Ajaj, 19 was wounded seized. Ajaj is an activst with islamic jihad.

tuesday, undercover occupation forces KILLED ONE palestinian in nablus, and seized two wounded men. Alaa Rami Annab 24, a fighter with fatah's al-aqsa martyrs brigade was killed, while the other two unnamed men were wounded. Annab is from balata refugee camp. the men were fired upon from their car which was parked in the parking lot of the hospital. following the assassination, occupation forces invaded ittihad hospital in nablis and seized the two wounded men. the wounded men, seized from the hospital are Imad Abu Salim and Talal Abu Leil.

tuesday, a palestinian DIED from injuries sustained in a shooting by occupation forces last week. Imad Zaqzouq, 24, died after being shot and wounded in al ain refugee camp in nablus on december 14. when Zaqzoup was shot and injured, Mohammed Ramaha 25, was killed.

tuesday, occupation forces seized nine palestinians from various west bank cities and villages. the raids occured in tulkarem, jalazoun refugee camp in ramallah and aida refugee camp in bethlehem.
